[India_Vision_2020] Case study of how Indian Bank harassed a poor student, violating norms.

This is the copy of my mail addressed to Deputy Governor of RBI.  As already informed in the group,  the issue has been taken up at Rajya Sabha as Special Mention and we await response from Finance Minister.

We have also created a new blog on edu loan initiatives.  This blog will provide comprehensive information.

As you are aware, India Vision Group has formed an Education Loan Task Force (ELTF) to guide highly deserving poor students on the edu loan procedures.

In the past one week, many leading magazines have published about bank loan procedures and the contact details of ELTF.  Last night around 11.30 pm, after my going to bed, one student by name Satish  from Vettavalam called me and cried that the Indian Bank was not disbursing the last instalment of his edu loan, as he  had not paid interest for some time.  Today (17th Mar) being the last day for remitting his final semester examination, he pleaded for help.  He came to know of our  contact through the magazines.  He also sent me the details through mail  (given below).

This student Satish is not having father and his mother is  working as a construction labour.  He secured good marks and got admission in BE in Engineering College.  Indian Bank had also sanctioned him the loan.  Till 7th semester, he has secured 76.4% without any arrears.  At the time of granting the loan, the bank had demanded a guarantor, which he has provided.

From the day of disbursement, the bank was insisting on the payment of monthly interest.  They refused to disburse the next semester instalment, if the interest was not paid.  Thus, so far, he was forced to pay Rs.46,800/-.  Since his mother is a labour, he sourced the money for payment of interest from outside borrowings too.

Now, he had to pay the final semester fees and exam fees.  The branch Manager insisted on payment of arrears of interest amounting to Rs.24,000/- without which he refused to disburse the final instalment.    Today being the last day, he got worried.  At this stage, one of his friends saw our ELTF details in a magazine and gave him our contact. 

After getting the details form the student, today morning, I spoke to the Branch Manager of Indian Bank, Vettavalam branch.  When I enquired about how the bank insisted on a third party guarantee and payment of interest as pre condition to next disbursal, the manager said that the student offered guarantee voluntarily and paid interest also voluntarily.  

It is something surprising that the bank officials do not understand the real intention of the Govt. and RBI.  How can a poor boy hailing from a cooly family can remit voluntarily, sourcing the money at higher interest.  Even in that case, the bank manager should have counselled him the proper rules.

We receive many such complaints from different poor people, about the insistance of the banks for payment of monthly interest.  This is causing a lot of worry to the brilliant poor boys.  Even two days back, at our initiative, Mr Rangarajan MP has also taken up as
Special Mention in the Rajya Sabha.

We shall be thankful if you could kindly investigate this issue and also similar issues of insisting on payment of interest from poor students.  We even go the extent of suggesting that officials who work against the interest of the poor people, violating the Government and RBI norms should be punished.  Unless RBI takes the 'whip' in its hand, such harassment cannot be avoided.  The branch officials cannot be "more loyal to the kingdom, than the king himself". 

What we have been pleading with the Banks is that they should follow the norms laid down by Government / RBI and IBA.  That is all.  Since you are highly passionate about helping the highly deserving, poor students, we have no choice excepting to approach you.

for every sem when he bring the loan amt , he submitted the Mark
Sheets and the interest amouts.

The interest portion of the loan need not be paid to the bank.  The bank will calculate at simple interest and the interest will be added to the principal after completion of the studies. 

As per guidelines, the bank should not insist on payment of interest during the study period and they do not have any right to stop the loan.

If you can give us the details of loan and the name of the branch, we will take up with their head office and also to RBI for solution.

please give full details of the loan and what the bank was insisting on.  Please also inform us the name of the branch and their contact n umber.

[India_Vision_2020] The Disability Rights Fund (DRF)

The Disability Rights Fund (DRF) seeks to strengthen the participation of Disabled Persons' Organizations (DPOs) in the advancement of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) at country level in the Global South and Eastern Europe/former Soviet Union.


The 2010 "Moving Rights Forward" grant cycle will consist of two grantmaking rounds:

  1. The first grantmaking round (described below) is directed at DPOs in Indonesia, Mexico, Ukraine and eligible states and cities in India (Andhra Pradesh, Chhattisgarh, Karnataka, Kerala, Orissa, Tamil Nadu and the National Capital Territory of Delhi). The deadline for Small Grants applications for this round is Monday, 29 March 2010 at 24:00 (midnight) your time. The deadline for National Coalition Grants applications for this round is Monday, 12 April 2010 at 24:00 (midnight) your time.
  2. The RFP for the second grantmaking round will be publicized in July 2010. 

FIRST ROUND
Applicants can apply as: 
a) single organizations or partnerships for Small Grants; and/or 
b) national DPO-led coalitions for National Coalition Grants.

Single organizations or partnerships can apply for 12-month grants ranging from USD 5,000 to 20,000 to: 

Increase DPO skill in addressing the CRPD by 
(a) building more inclusive organizations or partnerships; and/or 
(b) internal capacity building; and

Do rights-based advocacy and monitoring through: 
(a) increasing DPO participation in decision-making processes regarding the CRPD at state or local levels; and/or
(b) directly addressing implementation of CRPD Articles.

National DPO-led coalitions can apply for 24-month grants ranging from USD 30,000 to 50,000 per year (USD 60,000 – 100,000 over the course of 24 months) to work on: ratification of the CRPD, passage of specific legislation to accord with the CRPD, or the production of an alternative/parallel report.

Hi Dr Sharma,
Your opinion is also an angle to the debate. Actually what I think it is the problem of Government of India, being ex President of India they must have a security format for ex presidnets. Even if Mr Kalam personally do not like such securities but Government has to follow the so called tradition of security given to Ex Presidents.

Being editor of Cartoon Watch..I think we should also calculate the expenses of Government including security of KASAB and other militants who are our guests in Prison Palaces of India.

I very much agree that it is shame for our Govt. and politicians/bureacrats in power even to think for placing such restrictions but having said that why should Dr. Kalam accept or need to follow such restrictions. He is also a free man with fundamental rights as a citizen of India. Do you or me need security or ask for security or get any security at all. Rather than security, may be his popularity is making them jealous to impose such restrictions in the name of security as an excuse.
 
I do not think (with due regards and respects to Dr. Abdul Kalam) that he needs any such security in first place and he should walk any where in India or the World as a free man )and share his vision and knowledge for the betterment of the society as a whole esp. our children and youth as he does all the time) rather than being imprisoned by these security people. I am sure he certainly will wish to do so and should do so like any other free citizen of India. I don't think Mahatma Gandhi ever accepted such restrictions even when others wanted to impose for some or other excuse.

Mr T K Rangarajan, Member of Parliament (Rajya Sabha representing CPI M) has been supporting our initiative since the beginning.  Today he made a 'Special Mention' in the Rajya Sabha about the Education Loan under Rule 180A.  Under this rule, matters of serious public importance can be brought to the notice of the Government as "Special Mention".  This will be taken up on priority basis by the Government and concerned Minister (in this case Finance Minister) will be giving his reply personally to Rajya Sabha shortly.

I spoke to Mr Rangarajan over phone (he is now in Delhi)  and thanked him on behalf of ELTF.  He said after he made the mention in the Rajya Sabha about this issue, few MPs cutting across party line, came to his seat and congratulated him and offered their support for this issue.  I am confident that due to the mention in Rajya Sabha, and the support of passionate MPs, this issue will gain more importance.  Mr Rangarajan said that he would also personally discuss this issue with Hon'ble Finance Minister.    

On behalf of ELTF and Action 2020 Team of India Vision Group, we place on record our deep appreciation to Mr T K Rangarajan MP and other Parliamentarians, who offered to extend support to our initiative.

TEXT OF THE SPECIAL MENTION UNDER RULE 180A MADE IN RAJYA SABHA ON MARCH 15, 2010

This century is considered as education century and education loan is an important one for the future development of India.  The students from very poor families who score high marks find very difficult to pursue higher education due to their poverty.  There is no uniformity of rules in sanctioning Education Loan by nationalised banks and the applicants have to undergo lot of hurdles.  Though RBI and IBA have given guidelines, many banks demand collateral security, guarantee even for the loan less than Rs.4 lakhs, insist on payment of monthly interest, insist on margin money ; charge higher rate of interest, etc.  Many brilliant poor students either go in search of NGOs for support or resort to borrowing at higher rate of interest.  Many deserving students could not pursue higher education due to lack of finance.  Banks hesitate to give education loan to highly deserving, brilliant poor students.

Educating the students is an important task of any Government.  And imparting higher education is an investment  on human resources and hence the educational loan should be interest free.  It should also advise the nationalised banks to popularise the education loan schemes through exhibition and advertisements.  The Government should immediately instruct nationalised banks to improve the disbursement of education loans.

The Government  for encouraging the banks to lend without hesitation may think of introducing credit guarantee for such loans.  The government may also think of susidising part of the loan disbursed by the banks to the students.

[India_Vision_2020] Ideal village in MP-Highly inspiring!

 

Dear friends,
I wish to share is an inspiring news item I saw on Doordarshan News:

A village called Baghwar Gram in Narsimhapur district of M.P. is being called Nirmal Gram or Ideal village and it is well justified.
The village people have done incredibly well in maintaining cleanliness & in contributing for the development of village since independence.
100% houses in the village have proper toilets & it is a hard job to find waste lying on streets.
The village has better literacy & less unemployment too.
Not only this, the village has also used a sustainable approach for development.Loads of greenery can be found in the village and rainwater conservation has been practiced widely.
Due to participation of people, the Panchayat works actively and schemes of government including Pradhan Mantri Gram Sadak Yojana have been implemented better.
Quotes by great people have been painted on walls on schools etc. to bring about moral development in children.
I guess if all villages follow such ideals, the day will not be far when India would be one of the best place to live in the world.
Sadly, I couldn't find any further information about this village on internet but I think this should be covered by news channels instead of focusing on useless news items(like most private news channels these days do).
