The Reserve Bank of India (RBI) is looking into the complaint against State Bank of India (SBI) for shaming students and their parents for defaulting on their education loan.

"RBI's assistant general manager Sharmila Sampath Kumar has sent me an email Aug 28 stating that the issue is receiving the attention of the central bank," K. Srinivasan, convenor, Education Loan Task Force (ELTF), told IANS here Wednesday.

ELTF guides students on rules and regulations governing the education loans offered by nationalised banks. It also insists that students repay their dues.

The Bodinayakanur branch of SBI in Theni district, 515 km from here, displayed photos of students and their parents for defaulting on their educational loans.

Several political parties like DMK, CPI, VCK and others had condemned the SBI's action.

DMK president M. Karunanidhi had said: "When several money sharks are cheating banks of thousands of crores of rupees by not repaying loans, it is defamatory to display photos of students from poor and middle-class families for defaulting on education loans."

The CPI had said: "Indian industrialists get about Rs.5 trillion in annual tax concessions. Big industrial groups do not repay loans and these are written off as bad debts. Not worrying about these, the central government and the SBI are shaming students who had availed education loan. It is highly condemnable."

Srinivasan in his complaint to RBI said SBI's total advances as on March 2012 were Rs.7.58 lakh crore and its non-performing assets were Rs.37,156 crore -- around five percent of its total loan portfolio.

He said SBI's total education loan as on March 2012 was only Rs.11,500 crore spread over 560,000 accounts. The Non Performing Assets (NPA) under education loan portfolio would be around Rs.400 crore or two/three percent as against the total NPA of Rs.37,156 crore.

Given this situation, why should SBI single out the poor education loan defaulters and shame them by displaying their photographs, Srinivasan said in his complaint.

This issue got covered extensively in National media, because of the statements issued by various political parties.

The Reserve Bank of India (RBI) is looking into the complaint against State Bank of India (SBI) for shaming students and their parents for defaulting on their education loan.

"RBI's assistant general manager Sharmila Sampath Kumar has sent me an email Aug 28 stating that the issue is receiving the attention of the central bank," K. Srinivasan, convenor, Education Loan Task Force (ELTF), told IANS here Wednesday.

ELTF guides students on rules and regulations governing the education loans offered by nationalised banks. It also insists that students repay their dues.

[India_Vision_2020] SBI's shaming poor education loan defaulters - Karunanidhi and other political leaders slam SBI

Dear Sir

For the past one week, we have been reporting to you about the shaming of poor education loan students in many of the Tamil Nadu Branches.  Now that it has been brought out widely by various print, TV and social media, your management has been arrogantly defending the shaming act.  Various political parties have condemned your 'anti-poor; anti-student' attitude.  

Today Mr Karunanidhi, Former Chief Minister of Tamil Nadu has  also slammed SBI for your shaming eduction loan defaulters.  Please read the IANS Story, published in various online media.  This story also contains the quote from ELTF.


Our observations about  SBI's attitude:

As at March 2012, according to data available, SBI has 37,156 crores of gross Non performing Asset (NPA) against their total advance of Rs.7.58 lakh crores.. That is 4.90% of SBI's total advance is classified as NPA.

The total education loan itself  in SBI as at March 2012 was only around 11,500 crores spread over 5.6  lakh accounts.(around 1.5% of total advances granted by SBI).  In our estimate, the NPA in the education loan portfolio may be around 2 to 3%, i.e. it may be around 400  crores. under Education Loan.  (Compare this with the gross  NPA level of Rs.37000 + crores for the entire bank).

If that be the case, why SBI should isolate poor education loan defaulters and shame them by displaying their photos prominently. Education loan defaulters contribute very very insignificantly to the gross NPA of the bank. 

Probably SBI has resorted to this shaming of poor education loan defaulters, only to scare the students not to approach SBI for education loan.  We are unable to get any reason other than this. 

If SBI has  decided to shame all the wilful defaulters, then SBI should not isolate the poor education loan borrowers.  They should also display the photographs of the borrowers who have defaulted to the extent of 37,000 crores.  If not the entire defaulters, can SBI publish the top 100 such wilful defaulters in the leading newspapers?

ELTF condemns the selective shaming of defaulters by SBI.  SBI shames only poor defaulters, not rich wilful defaulters.

ELTF demands suitable disciplinary action against the senior official, who has ordered such shaming of poor students.

We have already reported to you about the shaming of education loan defaulters at SBI, Bodinayakanur Branch.  Subsequent to our reporting, Deccan Chronicle has carried a story on this issue.  Even SBI Senior officials defended their action.

Even many of the Tamil Nadu TV channels have started carrying panel discussions on SBI's anti-poor attitude.  When Education loan forms only 1% of the bank credit, why SBI is shaming only education loan defaulters.  Whey the defaulters of other 99% are not displayed.  This shows SBI in poor light adopting anti-poor and anti-students policy.

Today Communist Party of India (CPI) has also issued a press statement condemning SBI's anti-poor attitude.

Mr Thamarai Selvan and Mr Thol Thirumavalavan, Members of Parliament are also taking up this issue with Hon'ble Finance Minister directly.

Act against SBI for shaming loan-defaulting students: CPI

In a statement issued here, the state CPI said: "Indian industrialists get about Rs.5 trillion in annual tax concessions. Big industrial groups do not repay loans and these are written off as bad debts. Not worrying about these, the central government and the SBI are shaming students who had availed education loan. It is highly condemnable."

The Bodinayakanur branch of SBI in Theni district, around 515 km from here, displayed photos of students and their parents for defaulting on their educational loans.

"Is the SBI willing to display the pictures of its corporate defaulters? Does it have the guts to publish the names of its top 100 defaulters? SBI shamelessly quote the Banking Regulation Act for not disclosing the big corporate defaulters. But in the case of poor students, it feels the banking law does not apply," Education Loan Task Force (ELTF) Convenor K. Srinivasan told IANS.

ELTF guides students on rules and regulations governing the education loans offered by nationalised banks and it also insists students repay their dues.

According to Srinivasan, banks should meet the student borrowers at least once a year which will have a positive effect on the business in the long run.

"Bank officials try to create a wrong picture that education loan portfolio is default-prone. They are reluctant to handle this portfolio. It is really not so since the ticket size is very small compared with the loans and defaults of big industries," Srinivasan said.

He said as per the scheme, loan repayment period could be as long as 10 years. The loan becomes due one year after completion of the course or six months after the student gets a job, whichever is earlier.

"The bankers are insensitive and if any student takes some drastic action after being shamed, will SBI take responsibility?" Srinivasan asked.

SBI officials were not available for comments.

Dear Sir

Please refer to our mail dated 30th July 2013 bringing to your notice the flexi board display of poor education loan students, who have defaulted with your SBI, Bodinayakanur (Theni, Tamil Nadu) Branch.  Since the mail was circulated openly in the India Vision Group and among the media persons, today Deccan Chronicle has carried a front page story on this issue.  (attached).

While talking to the reporter of Deccan Chronicle, your CGM office has shamelessly defended the action of Bodinayakanur Branch.  It is very unfortunate that SBI officials are highly insensitive to the feelings of poor people.  When big names default hundreds and thousands of crores, you do not give the same treatment. 

Since your officials are defending the shaming of poor students (including girls), are you willing to disclose the top 100 defaulters of SBI?  In our estimate that top 100 defaulters may contribute around 30 to 40% of the total NPA of SBI.  (I may be wrong.  but to set right the doubts, you can release the list).  But SBI shamelessly quote the Banking Regulations Act, not to disclose such big defaulters details in public, as it may violate their privacy.  But in the case of poor students, SBI feels such Banking Regulations Act does not apply. 

We also spoke to Mr Thamarai Selvan MP and Mr Thol Thirumavalavan MP.  They are taking up this issue in the zero hour of the Parliament next week.  They are also writing separately to the Finance Minister and speaking to him personally.

When the Finance Minister has requested the banks to be more 'flexible' towards education loan borrowers, your bank shames the students through 'flexi board'.

Now after release of this mail in public forum, media is also picking up.  Thanthi TV, one of the leading news channels is telecasting a live discussion at 11 AM today (2nd August 2013) on this issue.  You can watch the live discussions at http://www.thanthitv.com/ from 11 AM. 

Education Loan Task Force (ELTF) strongly condemns such insensitive attitude of SBI officials.  We request you to kindly investigate into the matter and take suitable disciplinary action against the concerned Branch Manager and Regional Manager who shamed the poor students.

Defaults happen due to many reasons, even due to omissions and commissions of your bank.  Instead of shaming the poor people and defending such action, it is better you advise your senior officials to meet such students and help them to come out of the problems.

We understand from the Facebook and social media that State Bank of India, Bodi Branch (Theni District in Tamil Nadu) has displayed prominently the photographs of the defaulters of Education Loan at the entrance,  like criminals.  It is highly objectionable and violates the basic dignity of the students. 

In all the branches of your bank, they do not fix up the repayment schedule with a maximum of 10 years and with a telescopic EMI (lower EMI in the beginning).  The branch managers do not maintain proper relationship with the students.  Most of the students default because of the omissions and commissions of the Bank officials.

We request you to kindly investigate into the matter and take suitable disciplinary action against the concerned Branch Manager and the Regional Manager who might have given instructions to display the photos like criminals. 

When SBI has hurriedly sanctioned hundreds and thousands of crores to 2G scamsters and Kingfisher groups, they never showed such a hasty action by displaying their photos prominently in the branches.  When poor innocent students, including dalit students, commit default genuinely, SBI defames them in an unprofessional and illegal manner.

If banks indulge in such ugly illegal actions, instead of understanding the genuine difficulties and rescheduling the loan, it may lead to a larger campaign for writing off such loans, which is not in the interest of the banking industry. 

We request you to kindly investigate into the matter and take suitable disciplinary action against the branch manager and the concerned regional manger.

We are also marking a copy of this mail to some of the media persons, Deputy Governor of RBI and few Members of Parliament, so that they can take up this issue immediately.

We are pleased to release the July 2013 (76th) edition of ezine. This edition of  ezine was guest edited by a group of youth and students completely. On behalf of the editorial team, I congratulate the group. This edition contains:

1.  Man of the month and Cover story : Justice P Sathasivam;
2. Vivekananda 150: The first meeting of Narendranath with Sri Ramakrishna Paramahamsa;
3.  Ancient Indian wisdom: Thanjavur Big temple, an architectural marvel;
4. Historical events: French Revolution;
5. Triambak's PRince cartoon;
6. Controversy: Freebies offered by political parties;
7. Ignited Minds: Rajasthan Youth Association lends text books to needy students for the past 50 years;
8. Social issue: Why India needs to go for inventions, instead of development?
9. A brief note on Durga Sakthi Nagpal IAS, the brave young lady IAS officer who is now victimised for her honesty.

As announced earlier, we encourage youth to contribute articles to the ezine.  If a group of youth / students is willing to guest edit the entire ezine in our regular format, it can write to us at editor@corpezine.com.
