Well said Shital. If there is total transparency in all actions of all individuals and organizations, transparency would prevail and establish true democracy.

European Parliament votes to increase transparency of decision-making

Madrid/Brussels, Friday 7 March 2014 - 
Access Info Europe has welcomed thedecision [1] by the European Parliament to bring greater transparency to its decision making by recording and publishing records of final voting in committee. Previously most committee votes were taken by a simple show of hands and were not recorded.

The decision, adopted on 26 February 2014, applies to all final votes on resolutions and legislation. It also makes it compulsory to record and publish the final votes by MEPs in plenary on non-binding resolutions.

"This decision will make it easier for citizens to hold MEPs to account, and to for civil society to track the influence of lobbyists at the committee stage, which is often where decision making actually takes place" said Pam Bartlett Quintanilla, Campaigner at Access Info Europe.

Access Info Europe notes that this decision is in line with the EU Treaties which require the European Parliament to "meet in public ... when considering and voting on a draft legislative act." [2]

Access Info Europe regrets that there other areas of the legislative process remain opaque. The European Parliament missed the opportunity to extend mandatory transparency to voting on amendments. 

Another crucial area of law-making which escapes the reach of transparency is that of what are known as "trialogue" negotiations which take place between the Parliament, Council of the EU, and the European Commission. These are informal meetings held with a view to reaching an agreement in the early stages of developing legislation. No record of the discussions is made available to the public. 

As the Advocate General of the European Court of Justice stated in his Opinion of 16 May 2013 in the case of Council of the European Union vs. Access Info Europe
Law-making [is an] activity that in a democratic society can only occur through the use of a procedure that is public in nature and, in that sense, 'transparent'. Otherwise, it would not be possible to ascribe to 'law' the virtue of being the expression of the will of those that must obey it, which is the very foundation of its legitimacy as an indisputable edict.

Dear Citizen of India,

first we people of Indian have to understand our rights, because of not understand or neglecting our own right, so called Politicians riding on us. we must accept our responsibility as citizen and must participate to make Democracy successful. we are giving our right to non visionary leaders and keep forgetting our rights, as right citizen we must participate in all reformation. One sad thing is so called well educatives are struggling round the clock to build developed countries merely for personal growth. every bright student humbled go abroad for advance studies and non of them turn back to mother land to implement what they learn. Rest who left in home land are  cowards, uneducative, land mafia's and criminals how can we expect reformation and development in all sector. even if good person left  there are force to become corrupted. Our Nation required selfless statesmen's in every levels. we must updates system of selecting leaders there should public debate before nominating for election. with present system there is no system to reject the candidates. there should be strong system for selecting the candidates. I request everybody think in this way other wise we can't build good and strong nation. last but not least we must start a programme to translate our constitution in easy, simply language ( local Language) Because 99 % of people done know what exactly it is!!!!!!!!!!!!!!!!

[India_Vision_2020] My Views in reference to Parliament Rucks

 

Hello Sir,

This message is regarding my personal views on a situation that happened in parliament in last session.I don't want to hurt anyone's feeling but want to share my take on it.

Ruckus created in parliament really showed sorry state of politics in Andhra Pradesh. I join you in condemning the act. But I am disappointed to say that not many cared when parliament (Upper and Lower Houses) passed the bill in a illegal fashion. I am sorry to say this, but this was not condemned by Primepoint as well.

I recently saw 2014 will be golden for us (Indians) as it is a year similar to 1947. I'm not sure about being golden. But it appears to be like 1947 in one fashion - then we had India and Pakistan division where as now we could see Seemandhra and Telangana division. Even after 60+ years, we couldn't get out of 'Divide and Rule' policy given by British.

With your articles on dark hidden facts of India, you educated us. I request you to spread the awareness on such critical issues as well. Instead of fighting for caste, region, religion and so on, we need to identify ourselves as Indians first and join our hands to move towards development.

Please forgive me if I made any wrong references. I respect you for educating all of us along this journey. Wanted to convey my deepest worries. I wish we can see a possible way out of this maze by our political system.

[India_Vision_2020] Banks mislead and cheat the students on Education Loan interest subsidy - ELTF takes up with all political parties.

 

Hi all

As you all know Education Loan Task Force (ELTF) is an initiative of India Vision,  Action 2020 groups and ezine PreSense.  ELTF creates awareness about education loan and also provides guidance and clarifications on the guidelines.  ELTF has also taken up issues relating to education loan through supporting MPs in Parliament. 

As per the Central Scheme for Interest Subsidy (CSIS), all the education loans granted to economically weaker section students (annual parental income not to exceed Rs.4.5 lakh) under IBA scheme for pursuing professional and technical courses are eligible for 100% interest subsidy from 1.4.2009 during moratorium period.  The moratorium period is the period of study plus one year or six months after completion of study whoever is earlier. For engineering student, moratorium period is 5 years (4 years + 1 year), if he is not employed for one year. 

Now the Hon'ble Finance Minister during the last Lok Sabha session announced  the scheme extending the interest subsidy for the loans granted prior to 1.4.2009 also.

Though Hon'ble FM has been talking about the education loan and interest subsidy in all the platforms,  in reality, all the eligible students are misled or cheated by the banks.  Though the banks are required to guide the students, many banks have not properly guided the students to complete the formalities.  

In all other cases, only a small portion of subsidy (say 10 to 20%) only are credited to the loan account.  Though the students need not pay even a single rupee by way of interest during moratorium period, they are forced to pay the interest in violation of the Government guidelines. The interest subsidy scheme is managed badly by all the banks.  Not even a single eligible students gets the 100% interest subsidy.  

Though ELTF has taken up with Lok Sabha and also directly with Hon'ble Prime Minister on the mess up and improper implementation of the scheme, nothing has happened to correct the system.  Students are continued to be misled and cheated by the Banks.  For no fault of the students, the loans are classified by the banks as 'Non Performing Assets (NPA) and the students are caught in the debt trap.    Such situation arises because, the banks do not follow the RBI/IBA guidelines properly.  ELTF has also demanded a CAG/RBI audit of the interest subsidy scheme.  

We have taken up with Government of India, Reserve Bank of India, Indian Banks Association and the Bank Managements several times through supporting MPs.   They are highly insensitive to this issue, ELTF is getting numerous mails about the denial of legitimate interest subsidy to the eligible students.  Senior bank officials from different banks also admit about the 'mess up' of this scheme for various reasons. 

In view of this, ELTF decided to take up with all political parties who are contesting Lok Sabha Elections, so that they can include this issue in their election manifesto.

ELTF has  made the following two suggestions to the political parties.

1.  Instead of interest subsidy, 'interest free loan' can be given during the moratorium period.  This will avoid mis-management of the scheme.  Poor students will get the full benefit.  Banks can claim the interest portion from the Government.  Harassment of students by banks will be stopped immediately.  This will avoid classifying 
standard loan accounts as NPAs, due to the fault of the bank officials.  

2.  Presently, many banks charge more than 14% or 15%  interest (compounded)  for education loans.  Car loans are given at low interest.  The students are trapped in the debt and their credit rating comes down.  In the long run, it is against the interest of the nation. The Government can set up an 'Education loan refinance bank' like IDBI, SIDBI and NABARD.  This new bank can acquire international funding at low rate and refinance the education loans granted by the banks.  Thus, after completion of education, the students can be charged at 6 to 8%.  This will reduce the burden of the poor students. Now the same refinance procedure is being followed for small and medium industries and agricultural loans.  

In short:

Till the education is completed (moratorium period), the students can be provided with 'interest free loan' and after completion of education through the refinance bank, 'low interest' can be charged.

Now only around 25 lakh students  across the nation have availed education loan to the extent of 55,000 crores.   This is an outstanding figure.  This is very small when compared to the human resources and opportunity available.  More focus should be given for education loan. The number of beneficiaries and the loan amounts should be enhanced.

I request all the members to take up with the political leaders at your level and also with the candidates to create a public opinion on this vital issue.  You may request the political leaders to take up with their senior leaders.
