Re: [India_Vision_2020] Top 5 performers of Lok Sabha till the end of Budget Session 2012

Dear Sir,

We have to be happy at least a few members of Parliament are
performing their duties. It is for the purpose of exposing and
expressing the issues of the their region, the MPs are sent to
parliament. We have think whether it is really necessary to have more
number of sessions when most of the members are not attending and the
rest are just attending except a few. In such case, at least we can
save the expenditure spent towards the conduct of the sessions. It is
the time for us to think and act.

Salute to the Parliamentarians who are active.

With regards,

N. Arun Nagendran

[India_Vision_2020] 3 years of UPA II - A review

Hi all

Yesterday, UPA II under the Prime Ministership of Dr Manmohan Singh has completed 3 years and has entered the 4th year.  The media has also been reviewing the performance of UPA II in various aspects.

India Vision Group and prpoint group have always been part of the national events sharing the views in a neutral perspective.

I will be happy if the members can share their reviews in brief on the performance of UPA II in the following format.  The review should be fair and neutral and without any personal attack on any leaders.

We have many eminent bureaucrats, legislators, academicians and media persons in these two groups as members.  Hence, we would like to generate our debate to place on record the review.  Some of the best views will also be published in the May 2012 issue of ezine.

Please confine your review in the following format.

1.  Major achievements of UPA II in this three years.

2.  Major failures of UPA II in this three years.

3.  The main reasons for the failures specified above.

4.  What are your suggestions to overcome the failure and to improve the performance?

5.  How do you rate the UPA II in the scale 0 to 100??

Please be neutral and fair in your review.  Please avoid personal attacks.

Re: [India_Vision_2020] Pokran II - A milestone in Indian history

Its a great info, Thanks for sharing this. tThough I have heard a lot about pokran, its great to read it by myself now from the quotes of the great scientist.

Thank you so much for the information. It feels great to see such aggression and good coordination between both the party Politicians.

Pokhran I and II

On 11th May 1998, India test exploded 3 nuclear devices and on 13 May 1998 two more nuclear devices at the Pokhran Test Range.  This has become popularly known as Pokhran II.  This operation was code named as 'Operation Shakthi'.  From that day, India celebrates 11th May every year as National Technology Day.

On 18th May 1974, India exploded a nuclear device which was then code named as operation 'Smiling Budha'.  This is known as Pokhran I and this was done during Indira Gandhi regime.  After nearly quarter century, India undertook Pokhran II, during Vajpayee regime.

Pokhran II was done jointly by DRDO and DAE.  Dr APJ Abdul Kalam and Dr R Chidambaram were the coordinators.  Operation Shakthi was kept highly secret, that even the family members of the scientists working in the project were not aware of what was happening.  Even the American Satellites could not locate the operation.  After the explosion, Americans reported this as a tremour.  Only after Indian Prime Minsiter Vajpayee proudly announced the explosion to the media, the entire world came to know of this.

Opportunities in challenge

While the entire nation and media stood up to salute our Scientists for having showcased the capabilities of India before the world, some  countries got angry.  Even United Nations Security Council imposed sanctions on India.

India was able to manage all the sanctions well.  This made Indian Scientists to explore new avenues.  We started making our own capabilities.  That is how, we became capable of test firing Agni 5, SLV C 19 rockets, Satrellites Risat I, etc.  Since, other countries imposed sanction on Uranium supply, our scientists started developing Thorium based Reactors.  In the whole world, India has become an expert on this type of Reactors.

Till date, India has not signed NPT.  India has a policy of not using the weapons for first attack.  When all the neighbours, including China have the capability, India should also have weapons to protect its borders.  Slowly, other countries have now relaxed the sanctions against India, even without signing any agreement.  We have shown that India is a matured democracy.

Historical facts

In 1960s, During Jawaharlal Nehru's regime, India was shouting slogans like 'Indi-Chini bhai bhai'.  On the one side, China was pretending to be our close friend and on the side, it was occupying Indian lands. Today thousands of square miles of Indian terroritory is in the hands of China.  That happened because India was not developing weapons then.

Visionary leadership

Then slowly, India wanted to develop nuclear devices to defend its borders, not for attacking others.  Recently, Dr Abdul Kalam while addressing Civil Service Officers, recalled an instant, as follows.

Quote

I was the Director DRDL, Hyderabad. Prime Minister Indira Gandhi after sanctioning the integrated guided missile programme through her Cabinet in 1983 at a cost of less than rupees 400 crore came to DRDL to review the programme in 1984. When we were presenting the progress of the IGMDP, Prime Minister Indira Gandhi saw the world map in the conference hall. She asked us to stop the presentation and directed her attention to the world map and said, "Kalam, look at the map, look at the distance in the eastern-side of the map. When will the laboratory launch a missile which will be capable of reaching that spot (that spot was 5000 km away from Indian territory). Of course, our DRDO scientists have achieved this great target envisioned by this great statesmen Smt. Indira ji.

Unquote

Now, we have even achieved the vision of Indira Gandhi through Agni 5. Indira Gandhi was mainly reponsible for Pokhran I.  When Mr Narasimha Rao was the Prime Minister, preparations were on for Pokhran II.  Before it was implemented, Congress Government lost power and NDA under the leadership of Vajpayee took over the Government.    In the same lecture, Dr Abdul Kalam describes, what happened then.

quote

Leaders have the courage to take decision

Friends, I still remember a scene during May 1996. It was 9 O'clock at night. I got a call from the then Prime Minister's House that I should meet the Prime Minister Shri PV Narasimha Rao immediately.

I met him just 2 days before the announcement of General Election results. He told me "Kalam, be ready with your team for the N-Test and I am going to Tirupati. You wait for my authorization to go ahead with the test. DRDO-DAE teams must be ready for action.

Of course the election result was quite different from what he anticipated. I was busy in Chandipur missile range. I got a call saying that I must meet immediately the Prime Minister designate Shri Atal Bihari Vajpayeeji with Shri Narasimha Raoji.

I witnessed a unique situation. Shri Narasimha Raoji the outgoing Prime Minister - asked me to brief the details of N-programme to Shri Vajpayeeji, so that a smooth take over of such a very important programme can take place. This incident reveals the maturity and professional excellence of a patriotic statesman who believed that the nation is bigger than the political system.

Of-course after taking over as Prime Minister in 1998, the first task given by Shri Vajpayeeji to me was to conduct the nuclear test at the earliest. Both these leaders had the courage to take difficult decisions boldly, even though the consequences of such a decision have great national and international significance.

unquote

In the Pokhran II, both Congress and NDA showed interest and the Prime Ministers showed high level of maturity and patriotism.   Some of the activists also levelled  criticisms against Pokhran II.  It is very unfortunate that the same critics do not oppose when China develops nuclear missiles.  Not withstanding these criticisms, India can not be prevented from safeguarding its territory from the enemies with weapons. Pokhran II has given confidence to the Indian people and also positioned India as one of the strong nations in the world.  The sanctions have helped a lot to explore our inner strength.

Dear Srini

A very brilliant and informative write-up.    You have given a positive analysis. Very nice to know how great men like Sukumar Sen have contributed to what we are all today.  Some of the facts  like the statistics of the first election results etc are really interesting.

Congrats on the good work done

hi all

On 13th May 2012, Lok Sabha and Rajya Sabha are completing 60 years of their first sitting.  On this occassion, Parliament Secretariat has organised a special sitting on 13th May 2012 (Sunday).  President of India will join  a celebration and honour two Parliamentarians who were the members of the first Lok Sabha.   Let us be proud of our great democracy, our great Institutions and founding  fathers of our nation.  I will quickly take a tour of the happenings of those days. for the benefit of younger generation.

Adoption of Indian Constitution

India got Independence on 15th August 1947 from British rulers.  The Constituent Assembly adopted the Indian Constitution on 26th November 1949.  Indian Constitution came into effect from 26th Jan 1950 and this day is being celebrated by us as Republic Day.

The Constitution provides for a Parliamentary form of government which is federal in structure with certain unitary features. As per Article 79 of the Constitution of India, the council of the Parliament of the Union consists of the President and two Houses known as the Council of States (Rajya Sabha) and the House of the People (Lok Sabha). The Constitution provided voting rights to all Indian citizens, who had completed 21 years of age to elect their representatives for Lok Sabha.

Election Commission

Article 324 deals with the  appointment of Election Commission and its duties.  Election Commission was formed on 25th Jan 1950 ( a day prior to Republic Day(.  The first Chief Election Commissioner Mr Sukumar Sen, an Indian Civil Service Officer (now renamed as IAS) took charge of the Election Commission on 21st March 1950 with the mandate of conducting the first General Elections of Republic of India.

Being the first General Election of India with new voters, the Election Commission had a challenging task of preparation of voters' list, designing election symbols for political parties, preparation of ballot papers and ballot boxes, identifying polling stations, training the officials, etc.  Along with the General Elections for Lok Sabha, the Election Commission had to conduct elections for State Assemblies too.

Mr Sukumar Sen, First Chief Election Commissioner, an UnSung Hero

Though everybody talks about various people, who were part of the Constitution making, Constituent Assembly, First Lok Sabha, the country has practically forgotten the great services rendered  by Mr Sukumar Sen, the first Chief Election Commissioner of India, who had set the trend for Indian General Elections.  Today, Election Commission is one of the proudest organisations of India and even the developed countries are taking advice from Indian Election Commission.  The seeds were sown by him.

First General Elections for First Lok Sabha

The first General Elections of India was held throughout India from 25th October 1951 to 21st Feb 1952.  At that time India had 176 Million voters, of which 85% were illiterates.  Elections were held for 489 Lok Sabha seats in 401 Constituencies spread over 26 States.  At that time, few constituencies had two Members, providing opportunity for SC/ST candidates.  314 were  one member Constituencies. 86 were two-member  constituencies.  Only one constituency was a three-member  constituency.  This system was modified from 3rd Lok Sabha.  The voter turnout then was 45.7%.

Constitution of First Lok Sabha

Based on the First General Elections, the First Lok Sabha was Constituted on 17th April 1952.  Indian National Congress (INC) bagged  45% of the vote share  and secured 364 seats (out of 489 seats)  in Lok Sabha.  They formed the Government with Pandit Jawaharlal Nehru as the first Prime Minister of India, after the adoption of the Constitution.

Interestingly, some of the erstwhile cabinet colleagues of Pandit Nehru, like Mr B R Ambedkar and Mr Shyam Prasad Mookerjee formed separate parties and contested elections.  Communist Party of India (CPI) bagged 3.3% vote share  and secured 16 seats in Lok Sabha.  They became the second largest party in the Lok Sabha.  Mr S A Dange was the leader of CPI in the Lok Sabha.

Bharatiya Jan Sangh (BJS) under the leadership of Mr Shyam Prasad Mookerjee secured 3 Lok Sabha Seats and 3.06% vote share.  BJS was dissolved in the post emergency era to form Janata Party.  Later, this group broke away from Janata to form Bharatiya Janata Party (BJP).

Scheduled Caste Federation (SCF) under the leadership of Dr B R Ambedkar secured 2 Lok Sabha seats with vote share of 2.3%.  This party later became Republican Party of India.

Socialist Party (SP) under the leadership of Lok Nayak Mr Jayaprakash Narayan and Mr Ram Manohar Lohia secured 12 seats in Lok Sabha with vote share of 10.6%.

Kisan Mazdoor Praja Party (KMPP) under the leadership of Acharya Kripalani secured 9 seats in Lok Sabha with vote share of 5.8%. These two parties SP and KMPP merged in September 1952 to form Praja Socialist Party.

Eminent  Parliamentarians of First Lok Sabha

The First Lok Sabha commenced its first sitting on 13th May 1952, though constituted on 17th April 1952.  This Lok Sabha was dissolved after 5 years i.e. on 4th April 1957.  During this period the First Lok Sabha had 677 sittings and worked for 3784 hours.  This is the highest record till date.

The first Speaker of the First Lok Sabha was Mr G V Mavalankar.  He assumed his office on 15th May 1952.  The first Deputy Speaker was Mr Ananthasayanam Ayyangar.   Since Mr Mavalankar died in Feb 1956, Mr Ananthasayanam Ayyangar was elected as the Speaker from 8th March 1956.  Sardar Hukam Singh was elected as Deputy Speaker.

Mr G V Mavalankar, set trends in the Parliamentary procedures, which is being followed even now.  He is considered as 'Father of Lok Sabha'.

The First Lok Sabha had prominent leaders like Pandit Jawaharlal Nehru, Lal Bahadur Sastri, Sardar Vallabhai Patel, Feroz Gandhi, Shyam Prasad Mookerjee, Kamaraj, Kakkan, S A Dange and many others.

First Council of States (Rajya Sabha)

The First Council of States was constituted on 3rd April 1952.  This is called Upper House.  Dr S Radhakrishnan, then Vice President of India was the Chairman of the Council of States.  The first sitting of this House also was held on the same day along with Lok Sabha ie 13th May 1952.   Dr Radhakrishnan was holding the Chairmanship till 12th May 1962.

On 23rd August 1954, Chairman made announcement naming this Council of States as 'Rajya Sabha' in Hindi.  From that date, it is known as Rajya Sabha.  This House has 238 elected members from various States and 12 nominated members.  For Rajya Sabha Members, the term is 6 years.  Every 2 years, one-third of the House retires and new members are elected.  Hence, this is also known as Permanent House.  Only Lok Sabha can be dissolved.  Rajya Sabha is not dissolved.

Shri S V Krishnamurthy Rao was the Deputy Chairman.  Mr N Gopalaswamy Ayyangar was the Leader of the House then.

Surviving Members of First Lok Sabha to be honoured

As per the records, only two MPs, who were part of the First Lok Sabha are living now.  Mr Rishant Keising (Manipur) and Mr Resham Lal  Jangde (Chattisgarh) are the only two surviving MPs of First Lok Sabha.  Mr Rishant Keising is now a sitting MP of Rajya Sabha.  It is said that Rajya Sabha Secretariat is not able to locate anybody who was part of the Rajya Sabha then.  President of India  will be honouring these two members on 13th May 2012 in the Parliament House.

Let us all join together to salute the great founders of our Nation and Constituion.  On this happy occassion, we will greet the Parliamentarians and the great Institutions.  Let us work for strengthening the democracy.

Jai Hind.
