[India_Vision_2020] Act with discipline while sending messages through internet and mobile.

 

Dear All

In the past few days, India is facing 'cyber war', to destabilise the communal harmony.  The recent violence in Mumbai and Pune and also the mass exodus of North East people from South India  have all been masterminded by Pakistan.  Some of the anti social  elements within India have also acted as their agents for this game. When India is facing different types of crisis, they are now using this opportunity to fish in the troubled water. 

Lots of SMS / MMS messages were sent to create panic among the NE persons living in South India.  Till now, thousands  of North East youth have left South Indian cities.  Since the Centre and the State Governments have assured them all safety, they are expected to return in a few days.  Sadly some of our Indians have also played the role of 'agents' of Pakistan game plan.

Meanwhile, Government of India has banned  SMS / MMS messages till the end of this month. The Government of India has also banned around 80 websites, who were spreading rumours and morphed images. 

Cyber Society of India has welcomed this move by the Government to contain this 'cyber terrorism'.   We also find that some of the social media activists, knowingly or unknowingly,  spread rumours and wrong messages through facebook, twitter and other social media sites.  Such irresponsible actions, may cause more damages to the unity  of Indian nation and communal harmony, besides such rumour mongers inviting action under cyber law.  

Probably this is the first time, India is facing such 'cyber terrorism'.  We need to understand the implications and counter such attacks. 

On behalf of  Cyber Society of India, we make the following public appeal.  We request you to kindly share this information with others.

All  are requested  to act with utmost discipline, while using using internet and mobile. . Please do not send  unsubstantiated information received by you. Forwarding of information received in the form of sensational stories should be avoided. The nearest police station could be contacted if such news is received along with the number/person who has sent the message. Forwarding of such rumors is also a crime, punishable under law.  Please remember that all that comes on the net may not necessarily be true. It is quite possible that such messages  carry malware which may compromise your system or use your system to send out messages without your knowledge. If misuse of the net and the mobile causes unrest, the government will necessarily have to restrict the net and the mobile and at the end of the day everyone will be a loser.


While sending the message through internet and mobile, please act with caution and discipline, in the interest of the nation and society.

[India_Vision_2020] Fwd: [prpoint] Coal scam breaks the 2G scam record - CAG report submitted

 

Dear Dr CVNR Sir,

As desired, the following is gathered and placed below:

The coal rich countries in the World are China, USA, India, Australia, South Africa, Russia, Indonesia, Poland, Kazakhstan, Colombia, Canada etc. China produces almost half of world's coal; Australia exports the most coal dug in that country.

"A comparative study on grant of mining lease in Australia, Canada and India, included in the Report of the Expert Group constituted by the Ministry of Steel for formulating Guidelines for Preferential Grant of Mining Leases (2005), suggests that the time taken for grant of mining lease in Australia is about 1-2 years (12 + months) and in Canada about 2-3 years (12-36 months) as compared to 7-8 years in India (though the Mineral Concession Rule 8 provides that the State Government shall dispose off the application for grant of mining lease within 12 months from the date of receipt of application)".

Australia
:  Time taken for grant of Mining Lease is 1-2 years. State is fully empowered to grant mining lease.Single window process, involving 4 agencies: Department of Minerals & Energy, Department of Environment, National Native Title Tribunal, Land Acquisition Authority in Local Government. Minister of Minerals and Energy is the final approving authority, and takes decisions in consultation with other Ministries. Close interaction between Department of Minerals and Energy and agencies responsible for protection of environment. Mining areas are categorized as per environmental sensitivity. Conditions & procedures for each category are predetermined and identified in each case. Grant of mining leases in very sensitive areas require approval from both houses of Parliament. Applicant is required to submit a Bond to take care of environmental and rehabilitation considerations. Financial & technical strength of the applicant are taken into consideration before grant of mining lease.

Canada: Mostly follows Australia

India: Although time frame for clearances & approvals are specified as less than an year in the various rules, the actual time taken are usually
7-8 years for grant of Mining Lease. State to grant mining lease with the approval of the Central Government. Approvals are required from  multitude of authorities at the Central, State and District levels, with the different authorities having little or no coordination amongst them. Broadly 3 different clearances requiring submission of separate applications. Limited emphasis being given on the technical and financial strength of the applicant.

The prime findings in the performance audit on allocation of coal, released by the Supreme Audit Institution of India [CAG]  may be seen here.
  • There were no criteria for allocating coal blocks for captive mining till 1993.  The process of bringing in transparency and objectivity began in January 2004.  However, the process has experienced delays and had yet to materialize as of February 2012.
  • In the intervening period, 194 coal blocks with geological reserves of 44,440 million tonnes were allocated to private and government parties until March 31, 2011.  The report finds that the benefit to private allottees has been estimated at Rs 1.86 lakh crore for Opencast mines.  The report states that the government could have tapped some of this financial benefit by expediting the decision on competitive bidding for allocation of coal blocks.
  • The rate of increase in production of coal by Coal India Limited (CIL) during the 11th Plan period remained below the target set by the Planning Commission. Capacity addition projects were delayed due to the lack of coordination of government agencies involved in statutory clearances and land acquisition.  There were mismatches in excavation and transportation capacities of mines, and suboptimal use of Heavy Earth Moving Machinery.
  • The CAG recommends that Ministry of Coal (MoC) should work out modalities to implement the procedure of allocation of coal blocks for captive mining through competitive bidding.
  • The CAG recommends that the MoC should constitute an empowered group along the lines of Foreign Investment Promotion Board as a single window mechanism for granting clearances, with representatives from central nodal ministries and state governments.

Coupleof months back, when this matter was reported in Media (before CAG report was officially presened) congress and put a very brave front and had said it is nothing but 'mud slinging'.  Whether current PM is directly connected with this scan or not, it has been perpetrated when he was the Minister in charge.

With this, has the rank of India in 'corrupt country' must have scaled high ?

The 'beneficiaries' of thisscam too, should not be let go 'scot free' apart from those who connived to happen. Only time can say what could happen.

Dear friends,

The damage of such scams is much much more than Rs 1.86 lakh crores. Internationally, it has caused something like a 'crisis of confidence' as far as India is concerned. These scams hugely damage the reputation of Brand India, amongst international audiences. On the one hand, while India is known for its qualified, talented, hardworking, english speaking human resources; on the other hand India is defamed because of such serial scams which have not achieved a great level of 'consistency'. 

Mr Hansraj Ahir has done a great job by whistle blowing, however harsh punishment should meted out to the unscrupulous people behind these scams.

great contribution from you in recognizing active parliamentarians dedicated to public service.It is such few representative who give us hope that one day Lok Sabha transforms itself into the true Lokpal. Until 1960s Parliament was the vigilante.Now it has become a closed shop union. Only the moneyed,and family members can get in.

At the  legislatures the picture is very bleak,Some legislatures meet for hardly 50-60 days in a year and rarely conduct any decent business.I was sitting in the room of the Secretary of Karnataka legislature. behind was a board that displayed the number of days the state assembly had met. In 1950s-60s,average number of days were 170-180.In the decade of 2000,there was a year when it had met for ,believe me,17 days.

Can we have an award for state legislatures that meet and decently conduct business for 150 days in a year?

Dear Mr Srinivasan,

Thanks to Shri Hansraj Gangaram Ahir, MP of Chandrapur (the abode of black gold). He has been fighting over the coal blocks allotments by writing letters to the PM since 2006, wrote to CVC in 2010 and CAG in 2011. While admitting the fact that this loot began during the regime of NDA, he demanded for cancelling all the allotments. His battle unearthed another scam.

Mining - be it sand or stone, limestone or granite, there is always over-mining than the reaches allotted. Sometimes the reserved forests abutting the reaches are damaged in the process of illegal mining. As Sri Narendra ji mentioned, discretionary powers in allotment coupled with lack of supervision after allotment and inefficiency in enforcement of law wherever necessary is the cause of loss to the exchequer. In Australia and other coal rich countries this kind of under-mining by over-mining will not happen.

There is a proposal that our country, India be named 'Bharath' so that it does not convey merely the geographical area but identified as a nation born out of an ancient civilization. But, the scams unearthed might confirm the name 'Scamland'.

1. The investigating agency should be given stipulated time to submit
the report failing which the Officer and other personnel involved
should be fined and punished. The same should be extended for
false/incomplete report.

2. The Judiciary should render justice and judgement within stipulated period

3. If court confirms the scam then the entire loss should be recovered
from all government servants starting from peon to Director/Secretary
, politicians and agencies received the benefits involved/officially
linked directly and indirectly

4. The amount equivalent should be recovered from the party to which
the politician holds the membership.

[India_Vision_2020] Jai Hind - Happy Independence Day

 

Hi all

Today India is celebrating the 66th Independence Day.   Lakhs of freedom fighters across the country have sacrificed their personal life to gain this freedom for us.  On this day, let us remember these great and noble men and women.

[India_Vision_2020] July 2012 Edition of ezine PreSense: God Particle + Space Race +many more [1 Attachment]

We are pleased to release the July 2012 edition (64th edition) of our ezine 'PreSense'.  Please bear with us for the delay of 5 days.

Editorial team has taken all the efforts to provide high quality contents as usual.  This edition contains the following:

1. Man of the Month : Mr Satyendra Nath Bose, forgotten Indian Scientist.  'Bosons', the recently found out God Particle is named after him.

2.  God Particle :  On 4th July 2012, Scientists found out the God Particle at CERN, Geneva.  CERN's Head Quarters at Geneva has a tall statue of Lord Shiva (Nataraja in Cosmic dance posture) at their entrance.  The scientists compare the Shiva's cosmic dance with the dance of sub-atomic matters.  We have explained in a simple language the significance of God Particle in the Universe with the photograph of Nataraja at CERN, Geneva.  

3.  In the historical events relevant to July, we have featured with interesting facts of the 'Space Race' between USSR and US between 1957 and 1975, including the man landing on the Moon in July 1969.  We have also produced an exclusive podcast with rare pictures and video clips on the Space Race in the following link.


4.  We have featured Deepali Phadnis (Mrs Asia International 2012) and Anuradha. Dhimani Parekh (The Better India) under 'Ignited Minds' Section for their achievements.  

5. Prince Cartoon by Triambak Sharma adds value to this ezine.

6.  Under 'Controversy Section', we have dealt with the recent announcement of Anna Hazare to enter politics.  (As I am writing now, the news has come that Team Anna is dissolved).
