[India_Vision_2020] The power of the mobile in reducing corruption - through geofencing
(Moderator's Note: The author of this mail Dr Santhosh Babu is an IAS Officer in Tamilnadu and heads the Department of Horticulture. He was earlier the IT Secretary of Government of Tamilnadu and also the Director of E-Governance of the State. Few months back, Dr Abdul Kalam mentioned about his achievements in the IAS Officers Conference at Delhi. He is part of our India Vision Group.)
Dear Friends,
This technology is being used by 23 government departments in Andhra Pradesh. I learned of it when I was IT Secretary, and gave a live demonstration to about 25 IAS officers of our cadre. I understand that many departments have tendered or are in the process of tendering for the application.
Now, we have implemented this technology in the Directorate of Horticulture & Plantation Crops in remotely inspecting installation of micro irrigation systems, works in our parks, farms, gardens etc. As yu area aware, we are the only state in the country giving 100% subsidy for micro irrigation to small and marginal farmers and 75% subsidy to other farmers. So it involves a huge amount of money, and necessarily needs 100 % inspection before release of subsidy. Currently, the administration of this subsidy is very difficult, with the Collector insisting on 100% fiield inspection by his team, even though this has been 100% inspected by our ADH and 25% by the DDH. The apprehensions of Collectors as Chairman of the DMIC is also not misplaced as there haves been instances of :
1. No installation, but bill being passed cases very rarely.
2. One installation, and multiple bills taken, again very rarely.
3. The MI system being sold off by the small and marginal farmer in rare cases, putting our officials in a serious situation viz.a.viz audit etc..
Now, we have managed to overcome all these issues by implementing m-Governance. You can view the same live at http://tnhorticulture.tn.gov.in
1. Click on m-governance link on the home page
2. The new page will show the reports section on the left side (you can generate 25 different kinds of reports)
3. In the middle is a link for dashboards for DDH, Collector, Commissioner Horticulture, APC/ Secretary Agriculture, Hon'Ble Agriculture Minister etc
4. On the right side of the screen is the GPS. Click on that
5. On the new page will be displayed the google map of TN and India.
6. Click on verified members on the left top margin and wait for a few seconds.
7. Now you will see green colored teardrop shaped icons all over Villupuram disirict, a few at Krishnagiri and Coimbatore. We have just started; in a couple of months yu will be able to see 30,000 such icons depending on the number of MI systems installed.
8. Click on any icon
9. Now you will see e photograph of one field with time and geo stamps.
10. Click twice on the photo an you will see multiple photographs with time and geo and geo stamps
11. On top of the first photo is a link which will give you all details related to that particular field
.m-Governance allows us complete control over the installation of micro irrigation systems ( about 50,000 nos) and all works that we undertake in our parks and gardens across Tamil Nadu. it is a completely cloud based model that allows us to Geo-fence ( Geo-fencing is done by taking latitude and longitude with reference to the satellite coordinates by using an application installed in the mobile phone equipped with GPS capabilities) all the micro irrigation systems. Tis work is being outsourced to a third party, such that when the third party in the field takes a photo of a micro irrigation system or any work place which has been Geo-fenced, using a mobile phone installed with a software, he is able to lock on the Geo-fenced area when he comes 3 to 5 meters near and then clicks the photo. The photo does not remain in the mobile. ( The photo which is about 1Mb in size is compressed to 5 kb by a Danish compression technology which allows transfer of the photo to the server in micro seconds. ) The photo with the time stamp and full details of the farmer field is transmitted to the server and anybody can visualize these pictures by visiting our website. This can prevent duplication or multiplication of bills by taking different photos of one field and claiming multiple bills, give us evidence of installation where after sometime the beneficiary has sold the equipment etc, as has a happened in a few cases.

Indeed if we have to meet need of skill manpower for industry and purposefully employ millions of young people ; only way is to provide loans to these young but poor people to pay for study . It should be given with no collateral or guarantee ( they have none). Let us train each person with 18 years of age for livelihood and career. No indian should be without paid work and loans must flow for this to happen. Jai hind.

Wonderful and welcome news to those who believe that providing the right environment only can speed up the process of building India's future. Hope this kind of information helps spread awareness of a student's right to an education loan and the bank officials also realize that they cannot get away by denying these privileges.

Large number of complaints are pouring in about the delay in sanction of Education loans and violation of RBI / IBA guidelines. Many of the students and parents have personally met Mr Thamaraiselvan, MP of Dharmapuri and explained their harassment stories.
Classic example of indifference and inhuman approach of a bank
In one of the banks at Dharmapuri, an University rank holder girl student was denied education loan of Rs.20,000/- by their Regional office in writing quoting the reason as she had not scored sufficient marks in the qualifying examination. The girl had scored 59.8% in BA (Literature) as against the University first rank of 60%. She missed the University first rank by 0.2 marks and still the bank had rejected her application on marks ground. The rejection was done by the bank, when the student complained to RBI after waiting for six months. As per the IBA guidelines and recent High Court judgements, no education loan can be rejected on the ground of low marks. If the student had secured admission through merit channel, then he/she is eligible for education loan under IBA scheme.
When the matter was taken up by Mr Thamarasiselvan MP of the constituency with the Bank, they sanctioned the loan within few seconds. That means, the loan application which was not eligible 10 days earlier, suddenly becomes eligible, when it gets escalated.
Such attitude reflected the indifferent, arrogant, inhuman and casual attitude of the concerned Regional Managers and higher officials of the Head office of the bank who might have processed the complaint to RBI also. In our view there may be thousands of such eligible poor students might have been denied further education, because of the attitude of such bank officials. This case is only the tip of the iceberg.
Private bill to punish the bank officials
Mr Thamaraiselvan has already introduced a private bill in the Lok Sabha demanding jail punishment to the Bank officials, if they harass the students and violate the RBI/IBA guidelines. He is highly passionate about Education loans to poor students. He believes that by educating the eligible poor students, the country can develop strong human resources to compete with the global competition.
MPs visit to the banks
After receiving the numerous complaints in his constituency, he started visiting the banks from the last Saturday and advising the Bank Managers to follow strictly RBI / IBA Guidelines. He also discusses with bankers about their problems in considering the loans. He wants the banks to sanction the loans within the stipulated time, if the loan is eligible under IBA scheme.
So far, he has visited five banks. This has triggered a 'wave' in Dharmapuri district. Mr Thamarasiselvan told the undersigned over phone that after completing this exercise, he would submit a detailed report to the Hon'ble Finance Minister Mr P Chidambaram and also discuss with him personally to improve the situation. He said he would also take up in the Lok Sabha during the Budget Session.
His visit to the banks have created interest among the local media. They are publishing this news item prominently for the past two days. This is creating awareness among the banks and students.
Dharmapuri MP Mr Thamaraiselvan has set a good trend. The other MPs also can visit the banks in their constituency and motivate the Managers to follow the IBA / RBI guidelines properly. They can also submit a note on their experience to the Finance Minister.
Higher officials behind such violations to defeat the Scheme
Very sadly, many of the violations of guidelines take place only at the oral instructions of the Regional Managers or General Managers of the bank. Finally, when the violations are escalated, the poor branch managers become the scape-goat. Intentionally or Unintentionally, these officials defeat the very purpose of the Government to enable the poor students to get higher education. Their actions are against the interest of the nation. In such violations, ELTF has been demanding that suitable disciplinary action should be initiated against the concerned Regional / Zonal Managers.
We are not demanding any deviation from the Scheme. We only demand that the banks should follow the guidelines given by RBI and IBA properly.
