Mr P J Thomas is facing a criminal charge sheet in a Kerala Court. In spite of this, as against the opposition from Leader of the Opposition, the Hon'ble Prime Minister appointed him as the Central Vigilance Commissioner, to head the highest watch dog institution to eradicate corruption. Hence the petition in Supreme Court.Immediately the Attorney General, representing Government of India responded by saying, "If impeccable integrity is a criterion, then every judicial appointment will be subjected to scrutiny and every constitutional appointment will come under challenge," This statement was flashed immediately in all the TV Channels and it triggerred a great debate.Today afternoon, I contacted Mr N Vittal, former Central Vigilance Commissioner of India for his views, whether impeccable integrity was needed for such positions or not. Mr N Vittal was the first CVC to be appointed by Prime Minister, Home Minister and the Leader of the opposition jointly through consensus, as per directions of Supreme Court in early 2000.Mr Vittal was well known for his tough measures to eradicate corruption and to bring in transparency in the Government system. At that time, he used to publish the names of corrupt IAS officers in the official website of CVC. That angered many corrupt officials then. Even some of the IAS officers Associations passed resolutions, against him. His measures were welcomed by the media and the public then. Even the word media carried about this method . Though he was criticised by many officials for his measures, even his bitter critics could not point the fingers on him for any wrong doings during his entire career. That was his 'impeccable integrity'. Because of his 'clean' background, he was able to discharge his duties to the nation fully.In an exclusive interview over telephone for PodUniversal, Mr Vittal gives four reasons as to why unimpeachable and impeccable integrity for the persons who hold highest posts is needed..
