[India_Vision_2020] Performance of 15th Lok Sabha MPs till winter session 2010 - Interesting facts

Winter Session 2010 - VI Session of 15th Lok Sabha

Winter session 2010 was held between 9th November 2010 and 13th Dec 2010 for 23 days.  Due to  the demand of JPC for 2G spectrum scam, the sessions were not held fully.  The Lok Sabha was working only for 7 hours and 32 minutes (5.5% of the total available time for the session).  

In spite of the disturbances in the sessions 13 bills were introduced, as against planned 35 bills.  Of the 13 bills, four bills were passed within 5 minutes without debate.  Regular debates did not take place.  However 267 matters under Rule 377 were admitted by the Speaker from the members.  This is also classified under debate only.  No private member bills were introduced.  10570 starred and unstarred questions were replied in writing and tabled in the Lok Sabha.  

15th Lok Sabha - Performance of members till winter session - at a glance:

The current 15th Lok Sabha started the business from 1.6.2009.  Till December 2010,  six sessions (budget, monsoon, winter) were held, covering sittings for 135 days.  PRS India has released the performance of individual MPs in their link http://www.prsindia.org/MPTrack-15.xls

We have analysed the performance of MPs in the entire 15th Lok Sabha, under few parameters like debates participated, private member bills introduced, questions raised and the attendance.

Overall performance in 15th Lok Sabha: Top performers

We have added debates participated, private bills introduced and the questions raised for this analysis.  This reflects how the members take interest in presenting the problems of the constituency/ country  in the Lok Sabha.  The top five performers are 

(1) Ananda Rao Adsul (Shiva Sena, Maharashtra - total of debates, private bills and questions 516), (2) Hansraj Gangaram Ahir (BJP, Maharashtra - 513), (3) Asaduddin Owaisis (AIMM, Andhra - 473), (4) Pradeep Kumar (Congress, Orissa - 468) and (5) S S Ramasubbu (Congress, Tamilnadu - 466).

National average for the total tally  for the entire lok sabha is 115.5 per member  in the current Lok Sabha till date. 

Till last session Hansraj was ranking No 1.  This time, Anandarao Adsul has marginally pushed Hansraj to second position.  S S Ramasubbu, who was at the 8th position, now entered into top 5.  Hansraj leads BJP MPs in the Lok Sabha and Pradeep Kumar and Ramasubbu lead Congress MPs.  Congratulations to top performers.  

Overall performance in 15th Lok Sabha - Poor performers

Surprisingly and interestingly, 24 members are yet to open their 'mouth' either in debates, private bills or raising questions.  That means, their participation is 'zero' while the average of the Lok Sabha is 115 per member.  

This 24 members include celebrities like Rahul Gandhi, Sonia Gandhi, Bhajan Lal, Shibu Soren. Some of the leaders of Andhra, who are now creating more and more problems like Y S Jagan Mohan Reddy, Actress Vijayashanthi, Chandra Sekhar Rao are yet to open their tally.  Their tally is 'zero'.  Interestingly, actress Vijaya Shanthi and Chandrasekhar Rao, have registered an attendance of 10% and 4% respectively for the entire sessions.  

Debates

Debates provide great opportunity to members to share their views on bills and also  very important matters affecting the people.  They can bring   to the notice of the Lok Sabha through Rule No 377 also. .  

In the 15th Lok Sabha till winter session 2010, only two members have participated in more than 100 debates, which includes matters under Rule 377.  

(1) Shailendra Kumar (Samajawadi Party, UP - 139 debates) and (2) Bhartruhari Mahtab (BJD, Orissa - 103 debates) have done well.    The National average for the entire Lok Sabha is only 12.2 per member.  

Questions raised

Members can raise starred and unstarred questions seeking the answers from the Government on various problems facing the citizens.  Starred questioned are answered in the Lok Sabha by the concerned Minister orally.  Government gives written response to unstarred questions and tables in Lok Sabha.  

National average in the current Lok Sabha till date is 103 questions per member.

Only 7 members have raised more than 400 questions.  In addition to the 5 members listed under overall top performance earlier, (6) Supriya Sale (NCP from Maharashtra - 417 questions) and (7) Gajanan Dharmshi Babar (Shiv Sena, Maharashtra - 416 questions) are the top performers.  

Attendance

When the people elect members to Lok Sabha, they expect them to attend the sittings regularly and participate in the proceedings to address the problems of the citizens.  In the 15th Lok Sabha, till the last session, only 3 members have secured 100% attendance.  (Ministers and Leader of opposition are exempted from the attendance). So far, 15th Lok Sabha had 135 sittings in the six sessions.  

(1) P J Thomas (Congress, Kerala), (2) K P Dhanapalan (Congress, Kerala) and (3) Aruna Kumar Vundavalli (Congress, Andhra) have attended 100% of the sittings.
