[India_Vision_2020] Interesting facts about Rajya Sabha members - Honourable 'Silent' members for five years!!

Three days back, I had circulated an analysis about the top and non performers in the Lok Sabha. Some of our readers suggested a similar analysis be made on the members of Rajya Sabha also.  

PRS India, Delhi has released the information relating to Rajya Sabha members (updated till the end of winter session 2010) in the link http://www.prsindia.org/Rajya.xls.

Based on the information available, I have made this analysis.

Yatha Praja, thatha Raja

Normally, there used to be a syaing "Yatha Raja, thatha Praja".  That means, 'how is the King, same way citizens'.  Now the system has undergone a change.  'Yatha Praja, thatha Raja'.  Now, how are the citizenx, same way King also.  

Media and the citizens create a hype during election time.  After the elections are completed,  we do not worry about the performance of the elected members for the next five years.  

We review the performance of small time worker joining our company periodically.  Sadly, we do not review the performance of our elected members, who handle the country.  

Since, as responsible citizens and media, we do not take any interest in reviewing their performance, they also take the people and country for granted.  

In this analysis, you will find the names of not only top performers, but also, the members who give scant respect to the Institutions like Parliament by not  participating in the proceedings, by not attending the sittings, etc.  

Media persons, who read this post can download the information from http://www.prsindia.org/Rajya.xls.and interview those performing and non-performing MPs.  

Structure of Rajya Sabha

Lok Sabha members are elected by the people directly.  Rajya Sabha members are elected by the various legislative assemblies. While the term of Lok Sabha members is 5 years, Rajya Sabha members are in office for 6 years.  Every two years, one-third of the Rajaya Sabha gets vacated and replaced with new members.   Few members are also nominated to Rajya Sabha by the President.  Vice-President of India is the Chairman of the Rajya Sabha.  Deputy Chairman is elected out of the Rajya Sabha members.  

As at the end of  winter session 2010 (13th Dec 2010), Rajya Sabha had 242 members.  Of this, 231 members were elected by the various legislative assemblies.  11 members were  nominated members. Some of the members are in office from 2005 onwards.  

Top 5 performers in Rajya Sabha (irrespective of the date of appointment)

As in the Lok Sabha, members performance can be analysed with the number of debates they participate,  introduction of private member bills, the number of questions they raise and their attendance.  As at the end of winter session 2010 (13th Dec 2010), the following members have topped in the Rajya Sabha (debates + private member bills + questions put together).

1.  T Subbarami Reddy, Congress, Andhra (member from 10-6-08).  Total tally of debates, private questions and questions is 500 - Attendance 72%.

2.  N K Singh, JD (U), Bihar (member since 10-4-08) - Total tally 495 - Attendance 82%.

3.  R C Singh, CPI, West Bengal (member since 25-6-08), Total tally 462 - Attendance 92%

4.   Prabhat Jha, BJP, Madhya Pradesh (member since 10-4-08) - total tally 462 - attendance 64%.

5.  Shobhana Bhatia. (Nominated Independent member since 16-2-06) - Total tally 424 - Attendance 83%.

We congratulate all the top performers.

100% attendance- 'silence'  for four years!

Janardhan Diwedi, Congress, Delhi (member since 28-6-06) has attended all the sessions and secured 100% attendance.  The very interesting fact is that he stood up only 'once' to participate in the debate in all these years.  He has not introduced any private bill or raised any question.  

Non-performers - Honourable members scoring 'Zero'!

Deputy  Chairman, Ministers and the Leader of the opposition are exempt from the attendance.  Deputy Chairman and the Ministers do not ask questions.  Hence, 228 members only can ask questions and sign the attendance. 

Out of this 228 eligible members, 21 members (nearly 10%) have not opened their 'mouth' inside the House.  That means their total tally is 'ZERO' for debates, private bills and questions. This 21 members include senior and high profile members. 

"Silent' ' members for more than five years 

Interestingly, (1) Ahmed Patel (Congress, Gujarat), (2) At Surendra Motilal Patel (BJP, Gujarat) and (3) Swapan Sadhan Bose (Trinamool Cong, West Bengal) are members of Rajya Sabha since 19th August 2005.  Even after 5 years, they are yet to open their account.  Their tally is 'Zero'.  In few months, their term will come to an end.  

If they continue to maintain their 'silence' for few more months, they can create a history of 'Silent members for the full term of six years'.  :). Another interesting fact is that Swapan Sadhan Bose has attended only 19% of the sittings, in the past five years.  

Most Honourable members - 'Silence' with 'absence'

Dasari Narayana Rao (Congress, Andhra), a member since 3rd April 2006 has created another history. In his membership of nearly 5  years, he has not opened his 'mouth'  till date and his tally is 'zero' under debates, private bills and questions.  His overall attendance is only 4%.  That means, he has not attended 96% of the sittings.  A wonderful achievement indeed!!!

If Dasari Narana Rao Saab maintains the same 'silence' and 'absence' for few more months till the end of his term of six years, he can also create a history.

Who is responsible?

Indian citizens are worried about the  members, who give the scant respect to the democracy, people and the Parliament by their absence and silence.  

Political parties continue to nominate non-performing members to the Parliament, because of various reasons. Since media and the public are not reviewing their performance, political parties and the non-perorming members take the country for granted. 

Unless we change, we cannot change them.  "Yatha praja; thatha raja".
