[India_Vision_2020] Performance of Lok Sabha MPs in the Monsoon session 2010

Recently, there were spate of debates about the increase in salary of MPs in India.  While, we have not been objecting to any increase, we have been insisting on the increased performance of our MPs.  

Generally the performance of MPs are evaluated based on (1) their participation in debates, raising questions and private bills, (2) their attendance and (3) deploying their MPLad fund.

Generally, all the MPs utilise their MPlad funds for their constituency.  Since the data had to be updated from different sources and the projects may be under process, it may take time to get the updates.

However, PRS Legislative Research, a non profit body based at Delhi compiles all the data from Lok Sabha and Rajya Sabha and bring out the periodical updates.  Based on PRS data, we are analysing the performance of Monsoon session 2010.

Monsoon Session 2010 - performance

The session was adjourned sine-die on 31st August 2010.  Originally the session was planned for 24 days.  Due to disruptions in the first week of the session, it got extended for 26 days. On 8 out of 26 days, Lok Sabha met only for less than 2 days.  However due to extension of days, the productive in Lok Sabha was 136 hours, which was 94% of the scheduled time.  

Attendance

As per rules, Ministers and Leader of Opposition need not sign attendance.  Out of other   MPs, 65 MPs got 100% attandance. 

Participation in debates, raising questions in monson session

Out of 543 MPs, the ministers cannot raise questions and participate in debates.  Only the remaining 479 members are eligible to raise questions, participate in debates and introduce private bills..   

Out of this 479 members, Mr Anandrao Adsul (Shiv Sena MP from Maharashtra) has stood first with total tally of 92 in the monsoon session.  Mr S S Ramasubbu (Congress MP from Tamilnadu) has stood second with total tally of 88.  Mr Rudramadhab Ray (BJD MP from Orissa) has stood third with a tally of 82.

Overall top performers in 15th Lok Sabha from the first day of session

In 15th Lok Sabha from the first day till the end of monsoon session, some of the MPs have done extremely well.  

Mr Hansraj Gangaram Ahir (BJP MP from Maharashtra) with a  total tally of 373 has stood first.
Mr Anandrao Adsul (Shiv Sena MP from Maharashtra) with a total tally of 368 has closely finished second.

Mr Jai Prakash Agarwal (Congress MP from Delhi) has stood third with a tally of 337.
Mr S S Ramasubbu (Congress MP from Tamilnadu) and Mr Asaduddin Owaisi (AIMM MP from Hyderabad) have come fourth with a tally of 332.

MPs who never asked any question (with a tally of zero)

Out of 479 MPs, who are eligible to ask questions and participate in debates, 63 MPs did not open their mouth.  This includes many  of the noted personalities too.  

Performance of State-wise MPs in raising questions/participation in debates

Among the states, Maharashtra tops the list with an average of 32.80 tally per member. closely followed by Tamilnadu (32.70) and Kerala (31.50).

Let us all congratulate the top performing MPs and wish them all success in their works.  At the same time, it is also the duty of the media and the citizens to motivate the non preforming MPs to do better in future.
