Dear Manohari  A very important concern. This is a major problems many of us also have encountered when working with many schools.  One of beautiful solutions we came across was in a bangalore govt school, HM himself made full efforts, gave the responsibility to students. And trust me results were amazing, school was very neat & private schools will be put to shame ..  But initially he face lot of resistance, step by step he did ... And in another place we saw school HM had beautified whole of school with painitings. This is mainly to keep walls clean. Lot of useful information on science, history, biography is all put up.   You have taken up with right attitude ..
