[India_Vision_2020] [DR. KALAM SPEECH] Empowerment is the key to success

Address at IBN7 Diamond States Awards function, New Delhi

Empowerment is the key to success

Dear friends, I am aware of the difficulties of providing leadership in a democratic political environment. I know your problems in maintaining a balance between developmental politics and political politics. Each one of you joins politics with the sole aim of serving the people by giving your best to the people of the state and the nation. However, at every point of time, we have to introspect ourselves whether we are in the direction of our goal. Certain leaders have succeeded in their mission of bringing all round development, prosperity and happiness among the people against many odds. We have many success stories in synergy between political and bureaucratic leadership. We can definitely draw the lessons from such success stories and put it to use in every theatre of action in governance.

For success of any mission what we need is having a clear vision, setting up quantified goals, empowerment at all the levels of execution, constant review, making the executives and the system feel that they are in a vital development mission and above all every one including the members of opposition parties must feel that they are partners in the development component of the mission.. If the leaders can create such an environment, I am sure we will definitely succeed in all our development tasks.

UP and Bihar

I see in front of me, experienced leaders from many political parties, leaders who are holding important positions in the government including leaders coming from Bihar and Uttar Pradesh. Friends, as you know, Bihar and UP constitute nearly 270 million people in 108 districts of the nation. All the programmes, all the economic development, all the social development – unless it takes place in Bihar and UP, economically developed nation, what we dream will remain a dream.

I have addressed Bihar Assembly and gave 10 Missions for Prosperity of Bihar. Also I have addressed the chambers of commerce of Bihar assembly. Similarly at Lucknow, I had addressed the Lucknow Management Association and gave 9 Missions for Prosperity of UP. These two states are not short of natural resources, are not short of good land, are not short of great places of tourist interest, are not short of great human beings, and are not short of great leaders. When I am giving the IBN7 Diamond State awards to multiple states, I visualize in front of me, by 2012, UP chief Minister and Bihar Chief Minister receiving the awards for the overall prosperity of the state. You the honorable leaders sitting in front of me can definitely make it possible by your innovative action. Media will become a great facilitator for the mission. I would like to be always with you in these difficult and challenging missions across the nation.

Conclusion: "When can I sing a song of India" to "I can do it"

Dear friends, during the last few years, I have seen, how India Vision 2020 has inspired the people particularly the youth of the nation, which has resulted in many taking up many missions directed towards Vision 2020.

Now I recall a situation in 1990 beginning when I was interacting with the youth of Ahamedabad, one girl asked me a question "When can I sing a song of India?" At that time, her brother who was United States was always talking about the best in the United States. This girl sitting in India was fed up about his brother's stories and in her quest to find an answer she asked me "When can I sing a song of India?" How do I answer, I have explained about the Developed India Vision 2020 and told her that have a confidence and certainly you can sing a song of India by 2020. The same spirit echoed everywhere during that time. But for the last few years, while interacting with the youth, I had seen a marked change in the thinking of the youth. They have always been asking me "What can I give to the nation?" That means youth are ready to contribute for the national development? Recently during the last six months, I see a further a change, they tell me "I can do it", "We can do it" and the "Nation can do it". See the 540 million youth of the nation is ready to participate in the development process. They are aspiring to see the developed India before the year 2020.

So what is holding us? We have a vision to become a developed nation before 2020. There are many schemes planned by Central and State governments with clear objectives. We have the media ready to be a partner contributing to transparency and as a bridge between goal setters and the stake holders. Is this not a favourable climate for the leaders to act with passion on their themes of development. If agreements and differences are both coordinated by the focus of development objectives, the leaders can become great facilitators for bringing smiles to the billion.
