Hi, During elections debates on voting and non voting goes on. It is the so called `educated' middle and rich class which generally avoids going to the poll booth on the pretext that nothing will change the corrupt political system. But why term only the politicians as corrupt? Have you ever wondered how a first time minister learns to earn money in tenders and others? Who shows him the way to make money? Ofcourse the officialdom which incidentally from the middleclass!! If you find corrupt officials -in public and private sectors- then they are the product of the society. There is no short cut to this problem. The only long term solution is the way one brings up their children. And being a living example to them. Perhaps the next generation may be less corrupt. Have you wondered why we are able to show one honest leader sixty years after independence other than Mahatma Gandhi? As to voting, why not vote for an independent who is educated? Even if he does not win in this election, signals will go the political parties that voters prefer an educated and honest candidate. 49 O is not the solution. V.Jagannathan

Dear all, Many people give the excuse that they find no candidate eligible for being voted and so they are not willing to vote but this message is to tell them that not voting is not the solution.In fact this makes it easier for wrong canditates to win the election.Then what is the solution for this excuse?Here I am presenting the solution in the form of rule 49-O.As many people may already know that thanks to this rule, we can give negative votes. Rule 49-O is a rule in The Conduct of Elections Rules, 1961[1] of India, which governs elections in the country. It describes the procedure to be followed when a valid voter decides not to cast his vote, and decides to record this fact. The apparent purpose of this section is to prevent the election fraud or the misuse of votes. Text of the rule: 49-O. Elector deciding not to vote.-If an elector, after his electoral roll number has been duly entered in the register of voters in Form-17A and has put his signature or thumb impression thereon as required under sub-rule (1) of rule 49L, decided not to record his vote, a remark to this effect shall be made against the said entry in Form 17A by the presiding officer and the signature or thumb impression of the elector shall be obtained against such remark. Meaning: If a person decides to vote no one, then his/her vote will be counted as a negative vote.This is a useful tool to get our needs and expectations fullfilled by the govt. Present Implications of Rule 49-O: Since the ballot paper / Electronic voting machine (EVM) contains only the list of candidates, a voter cannot record his vote under Section 49-O directly. He must inform the presiding officer at the election booth. This violates the secrecy of the ballot. However, with paper ballot a different method is used to "waste" ones vote, which is stamping on multiple candidates. In fact this was the standard method of giving null votes without violating secrecy before the advent of the EVM. At present, in an election, a winner will be declared irrespective of the number of 'non-votes'. However, a note of every 'non-vote' will be made with the Election Officer, and the total number of non-voters will, presumably, be available under the Right to Information Act.
I therefore request all eligible voters, please at least vote, we must provide at least 1/2 an hour in 5 years for our nation.If you feel all candidates are ineligible give negative votes, but please at least vote. |
