Re: [India_Vision_2020] 49 O is not the solution

Sir,
I totally agree with you.In fact I am myself of the opinion that the root cause of all problems is the our attitude. The politicians are a refection of our behavious and if we change the politicians will also change. But in that mail I just wanted to say that we cannot give an excuse for not voting since 49-O is the provision of constitution which can overcome this.mail was a part of our "Celebrate Democracy, Vote India campaign" as I had sent it to other groups also.
Thanking you,
With Regards,

Hi,

During elections debates on voting and non voting goes on. It is the so called `educated' middle and rich class which generally avoids going to the poll booth on the pretext that nothing will change the corrupt political system.

But why term only the politicians as corrupt?

Have you ever wondered how a first time minister learns to earn money in tenders and others? Who shows him the way to make money?

Ofcourse the officialdom which incidentally from the middleclass! !

If you find corrupt officials -in public and private sectors- then they are the product of the society.

There is no short cut to this problem. The only long term solution is the way one brings up their children. And being a living example to them. Perhaps the next generation may be less corrupt.

Have you wondered why we are able to show one honest leader sixty years after independence other than Mahatma Gandhi?

As to voting, why not vote for an independent who is educated? Even if he does not win in this election, signals will go the political parties that voters prefer an educated and honest candidate.

49 O is not the solution.

Dear all,
Many people give the excuse that they find no candidate eligible for being voted and so they are not willing to vote but this message is to tell them that not voting is not the solution. In fact this makes it easier for wrong canditates to win the election. Then what is the solution for this excuse? Here I am presenting the solution in the form of rule 49-O.As many people may already know that thanks to this rule, we can give negative votes.

Rule 49-O is a rule in The Conduct of Elections Rules, 1961[1] of India, which governs elections in the country. It describes the procedure to be followed when a valid voter decides not to cast his vote, and decides to record this fact. The apparent purpose of this section is to prevent the election fraud or the misuse of votes.

Text of the rule:

49-O. Elector deciding not to vote.-If an elector, after his electoral roll number has been duly entered in the register of voters in Form-17A and has put his signature or thumb impression thereon as required under sub-rule (1) of rule 49L, decided not to record his vote, a remark to this effect shall be made against the said entry in Form 17A by the presiding officer and the signature or thumb impression of the elector shall be obtained against such remark.

Meaning:

If a person decides to vote no one, then his/her vote will be counted as a negative vote. This is a useful tool to get our needs and expectations fullfilled by the govt.

Present Implications of Rule 49-O:

Since the ballot paper / Electronic voting machine (EVM) contains only the list of candidates, a voter cannot record his vote under Section 49-O directly. He must inform the presiding officer at the election booth. This violates the secrecy of the ballot. However, with paper ballot a different method is used to "waste" ones vote, which is stamping on multiple candidates. In fact this was the standard method of giving null votes without violating secrecy before the advent of the EVM.

At present, in an election, a winner will be declared irrespective of the number of 'non-votes'. However, a note of every 'non-vote' will be made with the Election Officer, and the total number of non-voters will, presumably, be available under the Right to Information Act.

I therefore request all eligible voters, please at least vote, we must provide at least 1/2 an hour in 5 years for our nation. If you feel all candidates are ineligible give negative votes, but please at least vote.

[India_Vision_2020] some positive news headlines

Dear all,

I have got some positive developmental news. The news follows:

1)Shri Chandan Singh's awesome work:In a village 16km away from Gwalior(M.P.), where financial condition of most of the residents is not very good and many people are not able to send their children to school due to lack of money, this poor painter called Shri Chandan Singh pooled all his savings to establish and run a school that would provide free education to students. He started with 80 students and today after 7years he has got a huge increase in no. of students. He also arranges books, stationery items and bags for the students. In his term as a president, the Honourable Dr.A.P.J. Abdul Kalam had also sent him an appreciation letter for his work.although other politicians does seem to care about this person's great efforts since till now after requesting many times also Shri Singh has not recieved any govt. help and now he is finding it difficult to expand or even continue the school.

2)Great Invention tested in Haryana:An agricultural research institute has developed a new type of rice which is sugar free and is also less expensive than normal rice. The farmers in Haryana have tried cultivation of this variety and claim that since the expenses are very less and still the selling price remains same, they are earning more profit now. Also this is a very useful gift for the Diabetes patients.

3)Shree M.Nasim's work in Amethi:Even the established and famous painters like M.F. Hussain paint on a huge canvas but this poor person from Amethi paints the photos of freedom fighters on delicate objects such as rice grain. He has already made many such wonders and if such people are provided opportunities they will flourish a lot.Although, being an unaware, innocent villager villager, till now he has not got the real price for his work.If we take the initiative to increase education level in rural areas, such unawareness can be suppressed.

Dear friends, a program called "Mere Desh Ki Dharti" telecasted on DD News every Sunday, 6:30-7:00 P.M. provides with such positive news fresh from the villages of India and these news are also a summary of 29th March, 2009's episode. Please do see this program.

[India_Vision_2020] Fw: reservation for NGO

Dear All,
An NGO approached me with this wonderful and innovative concept. Would appreaciate your views on this and if there are many of you who would like to help in grounding it, will connect you directly with the NGO.
Kanchana Ravichandran

Sub : Legislation regarding creation of special constituencies for representing the
cause of abandoned children , destitute , mentally challenged , blind and
other physically challenged , old aged people etc – reg ;

Sir / Madam ,

Children Welfare Foundation (CWF ) is a registered non-profit organization functioning for the past 15 years in Tamil Nadu for destitute , abandoned children and awareness of human kindness . We bring forth a request to your esteemed good offices to consider the following concept which can dramatically change the plight of challenged people ..

The stakeholders for socially deprived community like destitute and abandoned children , mentally challenged , blind and other physically challenged , old aged people etc yearn mainly for two major criterions (i.e) human kindness and attention , which has long been neglected in this fast-paced world . The vacuum of this challenged and deprived community can be fulfilled if the services of honest , sincere , non-political and recognized NGOs ( Non governmental organization ) can be put into optimal momentum by your support and nomination into your system . The role of these nominated NGOs will be to represent in the State Assembly and Parliament the cause of the challenged and deprived community and for co-ordinated implementation of sanctions, welfare schemes and rights .

These nominated NGOs will be democratically elected by the people of the constituencies and can be atleast 3% of total seats . Those elected by members of state Assembly & Parliament ( Member of Legislative Assembly ) can be 1 % of total seats . For this to come into effect , the leaders of the state and national political parties like your esteemed self can allocate a small percentage of reservation for these non-political NGOs who are internally selected . By this reservation , stakeholders of the socially deprived and challenged community like destitute and abandoned children , mentally challenged , visually impaired and other physically challenged , old aged people will be empowered as one united voice in the State Assembly and Parliament for their legal rights and also play a constructive role in the society . Till date , there is no specific representation of a recognized NGO for this noble cause . India will be the forerunner for other democratic nations if this concept of allocation of parliamentary representation by NGOs for the challenged community comes into effect .

Yours truly ,

K.M. Swamy ( Founder Chairman )

Cricket is an essential ingredient of spirit and had become part of our life, but we shall not forgetone important  aspect , this is to make money, BCCI /IPL these all are pvt bodies, there to ptomote cricketin India ( baicallly promote there business).

They want to take IPL outside India so be it, this is high time our people must realize, the national interest is above cricket , let them play else where who cares!

10/11is still fresh in my memory. Sri Lankan Cricketers were lucky to escape the attack.

People on this board raised theire voice against polititians. It is surprising to see that the same people are not ready to stand together and sacrifice their guilty pleasure to watch the IPL cheerleaders for their country.

Remember only Shah Rukh Khan, Vijay Malla and others get rich by these guilty pleasure.

Election can be held anytime. IPL and BCCI can goto hell.

I support IPL boycott.

The constitution did not decide that they will not give permission for the IPL.
Politicians decided so!
So there was no criticism of the constitution only a set of political decisions!

I hope you did not miss the clear dichotomy between UPA and Non-UPA ruled states.

It's the corrupt politicians and beauracrats who have sold out the country...
Hope you know that customs officials helped smuggle bombs into Mumbai for the 1993 attack!

If the IPL had taken place here and there had been a terrorist attack, politicians and people would've said lives were lost for the sake of money and blamed the IPL..

About 100 people would be outside the country for participating in the IPL.
Do you have any idea how many people travel out on business during the elections? Are you gonna boycott all those companies too? Just take the software industry I'm sure 1000s are stationed in the US alone...

Unfortunately for you, you will be part of a miniscule minority.
The IPL will go on... It'll definitely be bigger (the broadcaster is paying double this year almost 8000 crore for 9 years) and better too!
