Within few weeks, Indian citizens will go to polls to elect the new Union Government. Already, the citzens and media have started debating on various issues like.
(a) criminalisation of politics;
(b) politicians-
(c) Governance in democracy;
(d) Election rules 49 (O);
(e) Middle class apathy towards voting; and
(f) provision of "none of the above' in ballots/EVMs to reject all the candidates
I had a conversation with Mr T S Krishnamoorthy, Former Chief Election Commissioner of India. During his tenure as CEC, he introduced Electronic Voting Machines (EVMs) in all the Parliamentary constituencies in 2004 General Elections. He had also submitted various recommendations to the Prime Minister for improving electoral process.
One of the recommendations is to provide a a button "None of the above" in the EVMs, so that voters will have the choice to reject all the candidates. Presently, this comes under Section 49 (O), where the voter can exercise this option without any secrecy.
